Unauthorized to use labels in sandbox

Hey Dwolla folks,

I saw that labels is not accessible for all and requires reaching out. Currently, I am building out my app that would really benefit from labels potentially. Is it possible to just provide access in sandbox so I can at least mess around with it and build with it?
