Dwolla ToS for facilitating payments

I see that Dwolla’s API allows me to initiate ACH transfers between users, which is perfect for my use case.

However, I read this in Dwolla’s ToS:

“You may use the Dwolla Platform Services only to send payments to and receive payments from your end users. You may not use the Dwolla Platform Services for any other purpose, including to facilitate payments between your end users.”

I am confused by this. Am I not allowed to facilitate payments between two users onboarded to Dwolla?

edit: more than happy to share my use case w/ a Dwolla rep privately and work through any issues that may come up.
