Getting Email validation error

I am using dwolla sandbox for my application.
I created 3 applications in dwolla sandbox for DEV, QA and UAT environments and i have different keys and tokens for each of them.
So i created user with my email address in QA environment and then i trying to create user in same email address in UAT but i got email validation error from Dwolla.
Is Dwolla sandbox not differentiate based on environments or application in dwolla?

Access API Customers belong to a Dwolla account and not a particular application. The user(aka Access API Customer) you are attempting to create under that email address looks like it already exists underneath your Sandbox account.
